Populo Living appoints Lead Designer for Carpenters Estate regeneration Phase 2 – Lund Quarter

Populo Living, Newham’s wholly owned housing company, is delighted to announce the appointment of Hawkins\Brown as the Lead Designer for Phase 2 of the Carpenters Estate Regeneration – Lund Quarter.


The decision followed a rigorous selection process from a field of leading architecture practices, with input from local residents contributing to the scoring for the final decision. Hawkins\Brown was selected thanks to its vision to create a great place to live with a focus on high-quality design that emphasises community and sustainability, as well as its experience on similar estate regeneration projects and deep retrofit. This is an exciting milestone for the Carpenters Estate regeneration, with Hawkins\Brown leading a design consortium that includes Bell Phillips, Fisher Cheng and Grant Associates.

Other core appointments include leading companies; Pell Frischmann for structures and civil engineering services, Aecom for sustainability and MEP (mechanical, electrical and plumbing services), Pillar as the project management specialists, RPS as the planning consultancy and Cumming Group as cost managers.

The appointment of this fantastic team is the culmination of six months of procurement work by Populo Living, which is excited to bring forward Newham Council’s vision for the Lund Quarter in collaboration with the Carpenters Estate’s residents.

The process of developing a detailed design is now underway with the aim of submitting a detailed planning application for Phase 2 to build upon the outline application in Autumn 2025.

Rokhsana Fiaz, Mayor of Newham said: “The announcement of the winning design team for the Phase 2 - Lund Quarter on the Carpenters Estate marks an exciting milestone in progressing the vision set out by the residents in the estate-wide masterplan. Following a procurement process involving six leading architects and their designs for the evolution of the scheme, Hawkins\Brown’s scheme, proposing 500 homes, will be designed with – and prioritised for – existing resident of the estate to move into. This is a great outcome and will transform the lives of local people.”

About the Lund Quarter
As Phase 2 of the Carpenters Estate regeneration, the Lund Quarter is the first major new construction phase of the regeneration. It will provide up to 500 new homes, including the renovation of the existing Lund Point tower, as well as commercial space and extensive public realm.

Populo Living is leading the restoration and regeneration of Newham Council’s Carpenters Estate, with one of London’s largest resident-led masterplans. The 15-year programme will provide vital new homes for Newham residents, which keeps some of the heritage of the original estate through the retention of the original street pattern and two of the existing tower blocks, while transforming the estate into a vibrant new community for Newham.
